The passive puts the focus on the action and on what it happens to, not on who does it. The object of the active sentence becomes the subject, and the verb becomes be + 3rd form. Only be changes with the tense.

| be going to | am / is / are going to be + done | A new car is going to be bought. |
| Modal verbs | can / should / must be + done | The room should be decorated. |
Add by + the doer only when it matters: Sandwiches will be brought by Bill. Leave it out when it's obvious or unknown: Flowers had been stolen from my garden.
